The Position:
San Diego City College Extended Opportunity Programs and Services (EOPS) seeks energetic, dedicated, and student-centered candidates to apply for the position of EOPS Counselor to provide general and intensive counseling services to socially and educationally disadvantaged student populations, including EOPS, CARE, NextUp foster youth, undocumented and homeless and other underserved student populations.

EOPS is a state-funded program that assists students disadvantaged by social, economic, educational, and/or linguistic barriers to gain the resources they need to enroll and succeed at the community college.

The EOPS Counselor will work with students in the EOPS program to provide intensive academic and personal counseling that goes "above and beyond" the traditional counseling services offered at the college including assistance and referrals for financial aid, career, and educational planning leading to the successful transfer to four-year colleges/universities, and/or successfully prepare for career employment. The EOPS counselor will also participate in department-related orientation and student intakes, follow-up sessions with students, and provide appropriate preventive efforts and interventions to help students succeed and reach their full potential.

Under the direction of the EOPS Director, supported by the Dean of Student Development and Matriculation, the EOPS Counselor is responsible for providing resources to assist students in meeting their personal, educational, and career objectives, including the selection of evaluation instruments; orientation to academic programs and services; degree, certificate, and transfer advising; research; liaison with instructional departments; and other educational institutions or community organizations.

Major Responsibilities:
Duties may include, but are not limited to, the following:
  1. Provide information, guidance, and counseling using a case-management model to special population students, including but not limited to EOPS, NextUp, CARE, Dreamers, and homeless students.
  2. Provide a variety of programs and services that inform the community about educational opportunities and resources available through the City College and the District; visit high schools; conduct workshops for schools and community groups.
  3. Provide campus inreach and community outreach services through presentations and individual consultations in order to promote services available through EOPS/CARE/NextUp.
  4. Assist students with the development of abbreviated and comprehensive education plans.
  5. Provide comprehensive educational, career, transfer, and personal counseling to special population students, including but not limited to EOPS, NextUp, CARE, Dreamers, and homeless students.
  6. Assist students in making decisions relative to career choice, major selection, and educational planning, including appropriate assessment, vocational counseling, and transfer to a four-year college/ university.
  7. Provide individual and group career counseling by providing career center information, self-teaching services, and cooperative activities with work experience coordinators, faculty, placement officers, and other representatives from the community.
  8. Assist students in finding appropriate in-school resources, as well as outside agencies, to assist in resolving problems and crises which interfere with their functioning as students. Assist with referrals to appropriate agencies.
  9. Provide counseling services and course offerings for study skills and motivation, as well as information regarding specific curricula, including transfer programs; provide counseling services for probationary or disqualified students; resolve student learning problems in cooperation with the instructional program.
  10. Provide counseling services to special program students, such as students in financial aid, first-generation, single parents, financially and socio-economically disadvantaged students, veterans, dreamers, and DSPS, including advisement for both occupational and transfer students.
  11. Provide counseling services for probationary and disqualified students; address and identify student learning problems in cooperation with the instructional program.
  12. Participate in the evaluation of institutional practices and programs as they affect students; plan and conduct relevant research in areas such as academic skill levels of new students, reasons for student attrition, and follow-up data on transfer of students.
  13. Conduct college orientations for new students, conduct academic planning workshops; participate in evaluation of program materials, and recommend revisions as necessary.
  14. Collaborate with faculty coordinators, counselors, staff and administrators to develop, implement and evaluate programs and services.
  15. Participate in individual professional development as required to maintain current knowledge of counseling and instructional models.
  16. Participation in campus-wide and district committees.

Qualifications:
Masters degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work or career development, or the equivalent,
AND
EOPS counselors hired after October 24, 1987, shall:
(1) Have completed a minimum of nine semester units of college course work predominantly relating to ethnic minorities or persons handicapped by language, social or economic disadvantages.
OR
(2) Have completed six semester units or the equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program, or in a program dealing predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages.
AND
In addition, an EOPS counselor hired after October 24, 1987, shall have two years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social or economic disadvantages.

  • Recent experience working with African American, Latinx, Native American, Asian American, and other racially minoritized students and an understanding of how historical patterns of exclusion of these groups within higher education and the field of EOPS Counseling shape patterns of participation and outcomes.
  • Evidence of responsiveness to and understanding of the impact that discrimination, racial trauma, anti-blackness, anti-immigrant, imposter syndrome, stigma, cultural mistrust, and feelings of isolation has on the well-being of community college students from diverse racial, socio-economic, ethnic, religious, disability, gender, and sexual orientation backgrounds and identities with a demonstrated commitment to social justice.
  • Counseling practices to more effectively engage and support racially minoritized students.
  • Experience working with diverse students and special populations including, but not limited to foster youth, homeless, housing insecure, socioeconomically disadvantaged, and single parents.
  • Experience and skill in addressing issues of equity in and out of the classroom.
  • Experience and expertise in culturally responsive Counseling, particularly as it relates to the relevance of EOPS Counseling to students lives, interests, and communities.
  • Demonstrated experience in providing personal, academic, and career counseling in a post-secondary education setting.
  • Evidence of an ability to self-reflect and respond to an evidence-based assessment of student learning.
  • Desire and demonstrated ability to participate actively in the department, division, and college committees and in the shared governance of San Diego City College and San Diego Community College District.
  • Ability to work with current technology and use interactive methods to engage students in on-campus and online counseling services and courses (where academically appropriate).

Licenses:


Pay Information:
Class 1, Step A - Class 6, Step C ($6,301.36 - $8,490.72) per month based on the current AFT - COLLEGE Faculty Monthly Salary Schedule.

Initial salary placement for this Assistant Professor is commensurate with required education and related teaching experience as outlined in section A2.1 and A2.2 of the AFT Faculty Collective Bargaining Agreement and it is non-negotiable.

The District offers a comprehensive fringe benefit package including employer-paid medical, dental, vision plans, sick leave, and opportunities for professional development. This position is FLSA Exempt and may not accrue overtime. Benefits will be provided under the terms of the AFT-Guild, Local 1931 - Faculty Collective Bargaining Agreement. Annual Salaries will be recalculated for service less than a full academic year based on Education Code 87815, any required adjustment will be made with-in the first pay period. Travel reimbursement for interviewees traveling more than 200 miles, one-way, may be paid according to geographic location (see SDCCD Travel Stipend Policy, Rev 7/14/2011).
