Apprenticeship Program Manager

Starting Wage/Salary: $77,250 - $82,400, plus exceptional benefits

Primary Purpose:
The Apprenticeship Program Manager will partner with business and industry to develop and support delivery of credit and non-credit Apprenticeship and Pre-Apprenticeship programs; promote educational and training solutions for regional workforce development; and create opportunities for underrepresented students to enter the workforce. In addition, the manager may act as administrator to various Joint Apprenticeship Trade Committees (JATCs) and represent the College at state and regional meetings.


Essential Duties and Responsibilities:
Development and Marketing
  • Plan, design, schedule, and implement various courses and programs within the designated area.
  • Collaborate with internal college partners, including marketing and operational staff, to support efficient practices, processes and systems.
  • Organize, facilitate, and promote courses, including collaboration with community organizations to market programs maintaining positive public support; Responsible for scheduling and developing participation and engaging the community.
  • Collaborate with college academic departments on workforce initiatives, including co-enrolling courses, providing continuing education opportunities for professionals, and partnering on career pathways from noncredit to credit, when appropriate.
Staffing and Budget
  • Directly identify, hire, train, evaluate, coach, and supervise the Instructors and program support positions.
  • Analyze and ensure profitability of programs as established by department goals and standards; Lead the planning and implementation of ongoing and future proposals and agreements, forecast budget expenditures, and establish necessary contracts for instructors and services in accordance with College standards.
  • Negotiate and execute contracts with instructors, training clients, and vendors in accordance with College standards while ensuring overall financial viability.
  • Monitor program inventory and labor and supply expenditures to maintain necessary levels for program operation and to prevent over allocation of funds.
Evaluation and Reporting
  • Evaluate overall effectiveness of program efforts, analyze evaluation results, and follow up on deficiency areas in coordination college leadership.
  • Track apprenticeship program data and performance metrics; maintain related program records including apprentice enrollment, progress, and completion documentation; update relevant databases and reporting systems; and develop reports required by college leadership, regulatory agencies, and apprenticeship partners.
  • Research, understand, and abide by state, national, industry, and other governing bodies certification, licensure and continuing education requirements including but not limited to Bureau of Labor and Industry (BOLI) and National Center for Construction Education and Research (NCCER).
Administrative Duties
  • Provide managerial oversight of the administrative processes supporting registered Apprenticeship and Pre-Apprenticeship programs, and ensure compliance with state and federal apprenticeship regulations, including coordination with the Oregon Bureau of Labor and Industries (BOLI) and other regulatory or registration agencies.
  • Oversee apprentice lifecycle administration including application intake, eligibility verification, registration, related training enrollment, progress tracking, and completion documentation.
  • Establish and maintain systems and processes to ensure accurate apprentice records, related training documentation, and reporting requirements are maintained in college and state systems.
  • Monitor and ensure timely submission of required program reports, apprentice registrations, completions, and updates to regulatory agencies and apprenticeship partners.
  • Coordinate with college departments responsible for student records, registration, scheduling, and workforce systems to ensure apprenticeship programs operate effectively within institutional systems.
  • Provide guidance and technical support to apprenticeship committees and partners regarding apprenticeship program policies, procedures, and administrative requirements.
  • Perform other essential functions as assigned that support the overall objective of the position.
  • Serve on College committees as assigned.


Knowledge, Skills, and Abilities:

  • Knowledge of registered apprenticeship program administration, including regulatory compliance, apprentice record management, and reporting requirements.
  • Ability to be action oriented, self-directed, organized, detail-oriented, and focused with the ability to set priorities and delegate work.
  • Possess a high level of energy and commitment, and demonstrate sound decision-making, critical thinking and problem-solving skills.
  • Ability to plan, organize and manage continual growth and development for a complex program area.
  • Ability to prioritize internal and external customers by planning and delivering high-quality programs and service.
  • Ability to develop and manage budgets and perform financial and data analysis.
  • Ability to create and maintain strong community collaboration, partnership building and negotiating skills.
  • Ability to communicate effectively, both orally and in writing, including excellent editing skills.
  • Ability to work cooperatively with and contribute to a diverse workplace through ideas and experience.
  • Ability to work effectively as a team member and facilitate team development in a variety of settings.
  • Proficient in MS Office Suite and ability to quickly learn additional software applications.


Minimum Requirements:
1. Bachelors Degree
2. Three years full-time experience with any combination of the following:
  • Program development
  • Program administration
  • Leadership and/or supervision of events
3. Two years supervisory experience
License:
  • Valid Oregon drivers license or the ability to obtain within 30-days of employment.


Preferred Qualifications:
  • Experience managing Workforce programs such as Apprenticeship or Pre-Apprenticeship.
  • Experience with Community Education and/or Workforce Development in a community college setting.
