Job Description Summary:
The Senior Director of Capital Project Management serves as the senior leader overseeing the College's construction and design projects. The Director manages and mentors a team of project managers who act as Owner representatives in the Owner-Architect-Contractor relationship during execution of capital construction projects.

Job Description:

Austin Community College District (ACC) seeks a strategic, collaborative, and results-driven Senior Director of Capital Projects Management to lead the planning, design, and delivery of the District's capital construction and infrastructure program. Reporting to the Associate Vice Chancellor of Campus Planning, Construction & Sustainability, this role oversees a portfolio of major construction, renovation, and infrastructure projects that support ACC's academic mission, long-term growth, and sustainability goals.
The Senior Director provides executive leadership to the capital project management team and serves as a key liaison among college leadership, faculty and staff, architects, engineers, contractors, regulatory agencies, and community partners. This position plays a critical role in shaping ACC's physical environment and ensuring projects are delivered safely, on schedule, and within budget.

Description of Duties and Tasks
  • Lead and manage the District's capital construction program from concept through occupancy, ensuring alignment with the Facilities Master Plan and institutional priorities.
  • Provide strategic leadership, supervision, coaching, and performance management for capital project management staff.
  • Oversee development and execution of long-range capital improvement plans and annual project portfolios.
  • Administer operational and capital budgets, ensuring effective financial planning, cost control, and reporting.
  • Establish and maintain departmental standards, procedures, and best practices for project delivery.
  • Manage procurement, negotiation, and administration of professional services and construction contracts in coordination with legal and procurement teams.
  • Ensure compliance with applicable building codes, safety standards, accessibility requirements, environmental regulations, and historic preservation requirements.
  • Champion sustainability and environmental stewardship across all capital projects.
  • Collaborate with internal stakeholders to ensure facilities meet programmatic and user needs.
  • Represent the District with external agencies, regulatory authorities, and community planning and advisory bodies.
  • Anticipate and resolve project risks, conflicts, and construction disputes.


Knowledge
  • Capital planning, design, construction, and project management best practices.
  • Building codes, accessibility standards, and environmental and safety regulations.
  • Sustainable design and construction principles.
  • Ability to lead complex, multi-stakeholder initiatives in a dynamic environment.
  • Strong analytical, organizational, and decision-making capabilities.
  • Skilled in executive-level communication, presentations, and written reporting.


Skills
  • Demonstrated ability to oversee the work of a team managing multiple large-scale projects simultaneously.
  • Strong budget and financial skills;
  • Experience with and knowledge of benchmarking, best practices, and continuous improvement processes related to design and construction departments and systems;
  • Knowledge of building codes, ADA requirements, sustainability practices and knowledge of OSHA regulations;
  • Strong leadership skills and a collaborative, service-oriented approach to work;
  • Excellent communication and interpersonal skills for engagement at all institutional levels and with a variety of constituencies;
  • Deep understanding of both the service and stewardship roles of college facilities organizations.


Technology Skills
  • Use a variety of spreadsheet, word processing, database, scheduling, and presentation software.


Required Work Experience
  • Five (5) or more years of experience managing multiple construction and renovation projects, including large institutional or commercial projects, AND
  • Five (5) or more years of managerial experience supervising capital project management staff within a department or agency.


Preferred Work Experience
  • Eight (8) or more years of experience managing multiple construction and renovation projects, including large institutional or commercial projects
  • Eight (8) or more years of managerial experience supervising capital project management staff within a department or agency.


Required Education
  • Bachelor's degree


Preferred Education
  • Bachelor's degree in Architecture, Engineering, Construction Management, or a related field; or
  • Master's Degree in Architecture, Engineering, Construction Management, or a related field


Preferred Licensure, and Certifications
  • Texas license as Architect or Professional Engineer in a discipline related to building construction
  • CCM, CEFP, LEED, and OSHA 30 certifications.


Special Requirements
  • Valid Texas drivers license, and reliable transportation for local Austin area travel.


Physical Requirements
  • Work is performed in a variety of settings.
  • Ability to travel as required.
  • Subject to standing, walking, sitting, bending, reaching, pushing, and pulling, and at times subject to stooping, crawling, and climbing ladders and navigating hazardous job sites.
  • Occasional lifting of objects up to 30 pounds.
