Job Description
The Veterans Education Benefits Manager oversees the day-to-day administration of U.S. Department of Veterans Affairs (VA) education benefits and applicable military-connected student tuition and fee waiver programs, including the Nevada National Guard Fee Waiver.
The Manager oversees VA education benefit certification operations, certification workflows Veterans Education Benefits Associate, quality control, student records, and operational compliance. The position ensures that certifications, adjustments, and amendments are completed accurately, within required timelines, and in accordance with federal, state, Nevada System of Higher Education (NSHE), and institutional requirements.
The Manager serves as the primary operational contact for VA education benefit certification matters and supports the Veteran Services Program Director in maintaining institutional compliance and eligibility to administer VA education benefits. The position independently manages certification operations, identifies and resolves complex benefit issues, develops and maintains operational procedures, prepares documentation for audits and compliance reviews, and escalates significant compliance or institutional matters to the Veteran Services Program Director.
Major Responsibilities
VA Education Benefits Certification Management and Quality Control
- Oversee the certification of VA education benefits, including Post-9/11 GI Bill, Montgomery GI Bill, Veteran Readiness and Employment, and other applicable VA education benefit programs.
- Supervise the certification process for student enrollments through the VA's Enrollment Manager system.
- Ensure certifications, adjustments, amendments, and terminations are processed accurately and within required timelines.
- Review certification activity for accuracy, completeness, and compliance, and coordinate corrections when errors or discrepancies are identified.
- Review and resolve complex cases, including enrollment changes, withdrawals, tuition and fee reporting, academic progress concerns, mitigating circumstances, and other benefit-related issues.
- Monitor certification workloads, outstanding processing, and deadlines to ensure timely completion.
- Maintain quality control procedures, accurate student records, and supporting documentation for VA education benefit certifications.
- Oversee reconciliation of VA payments with institutional financial records when applicable.
- Manage the Nevada National Guard Fee Waiver process, including reviewing required documentation, applying waivers, resolving discrepancies, coordinating with appropriate institutional offices, and ensuring requests are completed accurately and within established state and institutional deadlines.
Program Administration and Operational Compliance
- Ensure day-to-day certification operations comply with U.S. Department of Veterans Affairs regulations, State Approving Agency requirements, NSHE policies, and institutional policies and procedures.
- Monitor changes to VA regulations and guidance and update certification procedures and internal processes as needed.
- Interpret and apply VA education benefit regulations and certification requirements to operational processes and individual student cases.
- Develop and maintain standard operating procedures for certification processes, internal workflows, the Nevada National Guard Fee Waiver process, and any other applicable program.
- Maintain documentation required for compliance surveys, supervisory visits, audits, and program reviews.
- Prepare and coordinate documentation for VA and State Approving Agency compliance reviews and supervisory visits.
- Identify operational compliance concerns, communicate significant issues to the Veteran Services Program Director, and assist with responses or corrective actions resulting from compliance reviews or audit findings.
- Maintain current knowledge of Nevada National Guard Fee Waiver requirements and ensure procedures remain consistent with applicable state, NSHE, and institutional requirements.
Staff Development and Workflow Coordination
- Supervise the Veterans Education Benefits Associate and support staff responsible for VA certifications consistent with the established organizational structure.
- Provide training on VA regulations, certification procedures, compliance requirements, and institutional processes.
- Monitor workload distribution and certification processing to ensure timely service delivery.
- Establish expectations related to accuracy, productivity, organization, customer service, and regulatory compliance.
- Review staff work for accuracy and consistency and provide guidance when corrections are necessary.
Student Support and Complex Case Resolution
- Serve as a subject matter expert for VA education benefits for students, faculty, and staff.
- Provide guidance to veterans and military-connected students regarding benefit eligibility, enrollment requirements, certification processes, and institutional procedures.
- Review and resolve complex or escalated student benefit and certification issues requiring additional research or regulatory interpretation.
- Clearly communicate certification requirements, documentation needs, and processing issues to students.
- Refer significant institutional, regulatory, or compliance matters to the Veteran Services Program Director when appropriate.
Collaboration, Reporting, and Audit Support
- Serve as an operational liaison between the institution, the U.S. Department of Veterans Affairs, and the State Approving Agency regarding VA education benefit certification matters.
- Collaborate with Financial Aid, Admissions and Records, Cashiers, Counseling, and other departments to ensure accurate processing of student records and VA education benefits.
- Prepare reports and data related to veteran student enrollment, certification activity, processing timelines, workload, and compliance metrics.
- Provide updates and reports to the Veteran Services Program Director regarding certification activity, compliance status, workload, and program performance.
- Prepare records and supporting documentation for federal and state compliance reviews, audits, and supervisory visits.
- Assist the Veteran Services Program Director with information and documentation needed for institutional reporting and compliance activities.
Minimum Qualifications
1. Bachelor's degree from an accredited institution
2. Two (2) years of relevant experience
3. Demonstrated ability to work independently with minimal supervision while managing multiple responsibilities.
4. Demonstrated organizational and time-management skills, including the ability to manage high volumes of records.
5. Demonstrated ability to establish priorities, manage competing responsibilities, and consistently meet strict processing, certification, and reporting deadlines.
6. Demonstrated attention to detail and ability to maintain accuracy in a highly regulated environment.
7. Ability to interpret and apply formal policies, regulations, procedures, and guidelines.
Preferred Qualifications
1. Master's degree in higher education administration, public administration, business administration, or a related field.
2. Experience serving as a School Certifying Official in a higher education environment.
3. Experience managing VA education benefit certification workflows and quality-control processes.
4. Experience participating in VA or State Approving Agency compliance surveys, supervisory visits, or audits.
5. Experience working with veterans, service members, dependents, and other military-connected students.
Salary and Benefits Information:
Salary: $65,105 - $81,381, initial salary placement will be dependent on education level and years of experience
