The Position:
In collaboration with and under the leadership of the Vice President of Student Services, the DSPS Coordinator is a transformational leader that supports San Diego City College in advancing equity, inclusion, access and success of students with disabilities/disabled students. The Coordinator will ensure that DSPS Department is guided by a program mission, obtains the appropriate resources to fulfill the mission, and utilizes the program review process for on-going assessment to ensure that the DSPS program is fulfilling the mission. The Coordinator will monitor, support and staff the DSPS day to day operations, including: DSPS Counseling, DSPS Welcome & Scheduling, DSPS High Tech Center & Educational Assistance Courses, and the Test Proctoring Center. DSPS is comprised of a dynamic team of Faculty, Classified, Hourly and Student Workers.

While the current vacancy is at City College, applicants should understand that they are subject to assignment at any District facility at the option of the Chancellor.

Major Responsibilities:
LEADERSHIP
  • Provides leadership in college efforts to increase the diversity of faculty and staff, to address student achievement gaps, and in the creation of a welcoming and inclusive work and educational environment.
  • Promotes the growth and success of a diverse population of students and employees through the development of interculturally competent and equity minded leadership abilities.
  • Provides leadership in the administration, organization, and development of college support services for students with disabilities.
  • Facilitates the development and implementation of goals and objectives for the DSPS program in alignment with the Colleges strategic plan.


PROGRAM COORDINATION
  • Directly oversees the day-to-day operations of the disAbility Support Programs & Services at City College.
  • Evaluates and ensures consistency of objectives, policies, and procedures related to DSPS.
  • Ensures compliance with state and federal laws and regulations applicable to educational opportunities and accessibility for students with disabilities.
  • Oversees, verifies, and determines student eligibility to receive support services.
  • Develops and implements plans, policies and systems to facilitate and improve DSPS departmental operations.
  • Develops and prepares annual preliminary budget for assigned programs; monitors and controls budget expenditures and seeks alternative funding through grants and contracts.
  • Directs the preparation and maintenance of detailed and comprehensive reports, records, and files regarding personnel, facilities, programs, operations, and activities.
  • Coordinates programs and services as appropriate with District and college personnel.
RELATIONSHIPS
  • Maintains communication with District and college staff and various agencies to coordinate program services, exchange information, and refer students with disabilities.
  • Trains, evaluates, and directs the work of personnel, as assigned.
  • Participates in recruitment, selection, and hiring processes; develops and provides orientation for new employees.
  • Plans, organizes, and arranges appropriate staff development programs and activities for faculty and staff.
  • Organizes, attends, or chairs a variety of administrative and staff meetings, serves on college committees and special projects, as assigned.
  • Maintains communication with local community resources, legislative leaders, and organizations.
  • Serves as a resource for faculty, staff, and students working with or needing DSPS services and/or resources.
COUNSELING
  • Provides academic, career, personal and disability counseling services to students with disabilities.
  • Assesses disability documentation and student interview information to determine and authorize students appropriate academic accommodations, maintains student confidentiality.
  • Confers with Instructors regarding essential course elements and the implementation of accommodations in the classroom.
  • Responds to crisis events impacting the learning environment and provide crisis intervention to students as needed.
  • Research and provide referral services to students in need of additional educational support resources beyond those offered on campus.

Performs other duties as assigned that support the overall objective of the position and the Colleges mission and philosophy.Report to work on a regular and consistent basis, as scheduled, to assigned job.

Qualifications:
MINIMUM QUALIFICATIONS
Applicants for this position must show evidence of the following minimum qualifications:

1. Masters degree from a regionally accredited institution in Rehabilitation Counseling; OR,

2. Masters degree from a regionally accredited institution in Special Education, and twenty four or more semester units in upper division or graduate level course work in counseling, guidance, student personnel, psychology, or social work; OR,

3. Masters degree from a regionally accredited institution in Counseling, Guidance, Student Personnel, Psychology, Career Development, or Social Welfare; AND, either twelve or more semester units in upper division or graduate level coursework specifically in counseling or rehabilitation of individuals with disabilities, or two years of full-time experience, or the equivalent, in one or more of the following: (A) Counseling or guidance for students with disabilities; OR, (B) Counseling and/or guidance in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities; OR,

4. Possession of a California Community College Credential as a Disability Support Programs and Services Counselor (valid for life); AND,

5. Completion of California Community College Chancellors Office "Learning Disabilities Eligibility Model Training" OR fifteen semester units of upper division or graduate study in the area of learning disabilities; AND,

6. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

Foreign Degrees: Applicants with foreign degrees from colleges or universities outside of the United States must have their coursework evaluated by a professional association. A copy of the evaluation must be submitted with the application packet.

  • One-year formal training, internship, or leadership experience related to the coordinator assignment; AND 2. Two (2) years full-time DSPS experience or the equivalent within the last four (4) years.
  • Evidence of experience in authorizing appropriate accommodations, in the implementation and maintenance of student records in compliance with state and federal requirements, such as Americans with Disabilities Act, Section 504 and 508 of the Rehabilitation Act of 1973, and Title 5 of the Education Code.
  • Evidence of experience in advocating for students with disabilities and facilitating campus and community partnerships and outreach.
  • Successful candidates will possess excellent interpersonal, cultural fluency and conflict resolution skills.
  • Demonstrate experience leading and implementing equity initiatives and initiatives and services in support of students with multiple and intersecting identities.
  • The candidate will have experience in budget management knowledge and expertise.

Pay Information:
Class 1, Step A - Class 6, Step C ($6,301.36 - $8,490.72) per month based on the current AFT - COLLEGE Faculty Monthly Salary Schedule.

Initial salary placement for this Assistant Professor is commensurate with required education and related teaching experience as outlined in section A2.1 and A2.2 of the AFT Faculty Collective Bargaining Agreement and it is non-negotiable.

The District offers a comprehensive fringe benefit package including employer-paid medical, dental, vision plans, sick leave, and opportunities for professional development. This position is FLSA Exempt and may not accrue overtime. Benefits will be provided under the terms of the AFT-Guild, Local 1931 - Faculty Collective Bargaining Agreement. Annual Salaries will be recalculated for service less than a full academic year based on Education Code 87815, any required adjustment will be made with-in the first pay period. Travel reimbursement for interviewees traveling more than 200 miles, one-way, may be paid according to geographic location (see SDCCD Travel Stipend Policy, Rev 7/14/2011).
