General Purpose
Under general supervision, performs responsible procurement and contract administration activities associated with the purchase, delivery and quality of instructional and non-instructional materials, supplies, equipment and services; reviews a wide range of purchase requisitions, researches vendors and pricing, and prepares bid specifications, requests for proposals and other vendor solicitations; issues bid requests and reviews quotations; creates purchase orders; develops and administers contracts for construction, consulting, administrative services, supplies and equipment; and performs related duties as assigned.

Essential Duties & Responsibilities

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
  • Receives and evaluates purchase requests and purchase orders for the procurement of instructional and non-instructional supplies, equipment, materials and services; validates approvals and ensures coding is accurate and within budget; confers with managers to obtain required information and develop clear, concise, comprehensive and accurate product and service descriptions for inclusion in specifications, scope-of-work statements, purchase orders and contracts/agreements for services; ensures competitive solicitation is performed when applicable; determines best method of procurement, consistent with applicable laws and regulations and District policies and procedures.
  • Conducts research to identify potential sources and vendors for specified products; obtains price quotes and data on comparative price, quality, availability, terms and delivery; negotiates prices and terms; performs price, cost and value analyses of bids, quotes and proposals to determine which responses best suit the District's needs; prepares documentation and awards contracts; places orders for products based on established guidelines; prepares credit applications and evaluates vendors' financial terms; ensures procurement actions comply with policies, procedures and directives.
  • Oversees and approves the creation of new vendors in the vendor database; ensures vendor performance is documented in the system for future evaluation and eligibility.
  • Maintains and renews blanket purchase orders; reviews blanket orders annually for appropriateness of vendor, commodity, authorized users and cost limits; reviews and approves year-end procurement accounting including carryovers and closeouts of purchase orders and blanket purchase requests.
  • Develops multi-campus agreements of significant volume and complexity to achieve standardization and economies of scale.
  • Oversees the drafting, assembling, distributing and tracking of Requests for Proposals, Requests for Quotations and other formal vendor solicitations; attends pre-bid briefings, job walk-throughs and formal bid openings; oversees or develops space plans, blue prints or drawings for installation; assists District departments and staff in the preparation of scope-of-work documents; tabulates bidder ratings following established policies and procedures; notifies bidders of results; facilitates formal appeals process.
  • Researches, compiles and prepares statistical reports and studies; performs cost-benefit and other analyses; prepares and maintains documentation of all procurements.
  • Keeps abreast of purchasing and contract-related regulations, practices and trends.
  • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.


OTHER DUTIES
  • Arranges for delivery of products, goods and equipment; obtains proof of delivery and investigates missing shipments; facilitates and assists in the coordination of equipment installation.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE

Graduation from an accredited college or university with a bachelor's degree in public administration, business administration, finance, logistics or a related field, and three years of progressively responsible professional procurement experience, at least one of which was in a school district or public agency; or an equivalent combination of training and experience.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS

A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program in some assignments.

Certified Professional Public Buyer (CPPB) or comparable certification is preferred.

APPLICATION REVIEW AND ASSESSMENTS
The application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire. Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.

The assessment process will also include an online competency assessment (40% weight) and an oral interview assessment with a written prompt (60% weight). Of those achieving a passing score on the competency assessment, only the most qualified candidates will be invited to the oral interview assessment. Passing score is 75% out of 100% on each assessment section.

ELIGIBILITY LIST
Candidates who attain a passing score on each part of the assessment will be placed in rank order on district wide Open-Competitive List. Using the same process, a separate Promotional List will be established and both Lists will be used concurrently. Unless otherwise indicated, the eligibility list will be used to fill current vacancies in this classification districtwide for at least six months. The current vacancy is at the District Office.
